Locally referred to as the Frances Tusing House, in honor of the long-term resident who served as Bolivars Treasurer for many years, this 1830's brick residence is also remembered by older townspeople as having been the home of Captain Charles H. Briggs, an illustrious former Mayor of Bolivar and Justice of the Peace of Harpers Ferry for forty years, who was first posted to the area as a Captain in the 1st Connecticut Cavalry I 1863 and 1864. (Stonewall) Jackson is said to have written a letter to his wire that, form his quarters, he could see the physician's house across the street.
